Taking into account numerous requests of citizens, social organisations and associations of the Republic for the purpose of strengthening of national consent and socio-political stability by the Decree of the President of the Republic of Kazakhstan 1997 was declared as the year of national consent and memory of victims of political repressions.

Images and inscriptions of observe and back sides of coins are relief.

On the face of the coin (averse), on its upper side the state emblem of the Republic of Kazakhstan is located and under it there is a two-line inscription “20 TENGE”. From the right and left side of the denomination there is the element of national ornament. On the circumference there is the legend “National Bank of Kazakhstan”.

On the back side of the coin in the central part there is a conventionalised representation of pigeon compositionally joining the representation of shanyrak, embodying peace and consent in our home – the Republic of Kazakhstan. Under the representation there is a year “1997” indicating the year of coinage. Conventionalised representation is located inside the disrupt ring made of barbed wire, which is the symbol of political repression. There is a circle inscription in Kazakh and Russian languages “The year of consent and memory”.

Side surface (drove) is grooved. It has 10 sectors of corrugation.
